The current Australian government claims it cares about equity. It was pressured in the May Budget, to increase pensions and it did so for all groups except the unemployed and single-parents. The increases were a major realignment of these pensions relative to average weekly earnings a benchmark.
But given that the economic crisis has impacted mostly on the unemployed, the question that was asked at the time was how could the government justify not increasing the unemployment benefits as well? This is the same question that Simon Johnson is asking about the current proposals in the US to cut unemployment benefits.
Here is the latest update on the plight of unemployment recipients in Australia. That is, the single adult unemployed worker receives only 65 per cent of the single aged pension. More detailed analysis shows how bad things have become for the unemployed. You can see the cyclical pattern of the unemployment rate after the step increase in the mids as major public spending cutbacks occurred.
The step rise in real unemployment benefits in coincided with the election of the Whitlam Labor Government which had been out of power for 23 years.
With the conservatives out of power for the first time in a generation, the Labor Government, which was social-democratic in leaning, set about making changes to a range of entitlements and pay scales. However, real benefits fell sharply in the early years of the conservative government that took over from Whitlam and during the recession which it oversaw, real benefits fell sharply at the same time unemployment sky-rocketed.
Then the bad years under the immediate past conservatives to has seen virtually no real growth at all in the single unemployment benefit and related scales despite unemployment persisting at high levels throughout this period only slowly declining during the commodities boom.
And then in , a new Labor government was elected just before the onset of the worst global downturn since the Great Depression. Without knowing how badly the Australian economy was going to be affected, the recession budget in May failed to provide any increase in unemployment entitlements.
This resulted in real benefits remaining unchanged since the beginnning of the crisis in March By way of comparison, the real aged pension for singles over the same period has increased by some 23 odd per cent.
The next graph shows the response of the real single unemployment benefit after the low unemployment quarter was passed during the , and current downturn. It shows the response between the low-unemployment to peak-unemployment rates and then 8 quarters after the peak excepting the downturn which is incomplete.
The graph is interesting because the Labor Party has been in government during the and recessions and during the aftermath of the recession.
In the early recessions, they increased real benefits for the unemployed although modestly at best. However, in the current period, it is clear that real benefits are falling sharply as unemployment rises. It is clear that since the mids, the unemployed have been increasingly disadvantaged relative to average weekly earners and the aged pension recipients.
This has been a deliberate strategy of the successive federal governments to make life increasingly harder for that group and reflects their conceptualisation of the problem as being of an individual nature rather than a systemic failure.
You will note that Simon Johnson indicated that unemployment benefit recipients in the US were receiving income support that placed them well below the estimated poverty line. The same situation applies in Australia. Last time I examined this issue I just asserted that point.
So I decided I should provide some more detailed analysis that can be used in the public debate to support the claim. You can find rather detailed analysis of the Australian poverty line from the Melbourne Institute. This is the Centre formerly known as the Institute of Applied Economic and Social Research the University of Melbourne founded by the great economist Ronald Henderson who pioneered the development of poverty line estimate and conducted the famous Poverty Inquiry which released the first estimate for the December quarter While maintaining this part of the research history, the Melbourne Institute has moved towards neo-liberal viewpoints particularly on labour market issues over the last few decades, consistent with the general move within the economics profession.
It no longer represents the values that its founder considered important. June quarter for any household type, multiply the current value of its poverty line by the ratio of per capita household disposable income in the June quarter to that in the current quarter; that is, the poverty line for a benchmark household in June would be I did this for the entire period since the first estimates came out in the September quarter using ABS household disposable income data.
The following graph compares the single weekly unemployment payment to the poverty line since the September quarter until the September quarter There is emphasis on proactive monitoring, governance, risk …. When the war ended, he took a side trip to Ireland to see his ancestral homeland and his grandmother. That fateful trip was the start of a lifetime of traveling for Michael. Michael grew up in a large working class family in Lawrence, Massachusetts.
He was the oldest son of eight siblings. His father was a butcher and his mother a seamstress. The children also worked to help support the family. In the summertime, Michael harvested hay and weeded vegetable gardens at area farms. One winter, he recalls working at an ice house where he was responsible for floating the ice down from the lake to the processing house.
Michael enjoyed playing sports with the other kids in town and swimming in the river below the cliff where he lived. During the school year he studied hard. Only a few people from town went to college at the time, but Michael was one of the few who got a scholarship to go to Boston College when he was He remained in Europe long enough to stop the Germans from coming through the Alps at the St. Bernard Pass, liberate concentration camps and celebrate with thousands of people in Augsbourg as the American Army tanks rolled in when the war ended.
To this day he has two pieces of Lira he took as a souvenir from a bank that he helped to liberate from German occupation. Michael treasured the trip to Ireland he took after the war because he could see where his parents had grown up.
He met his year old paternal grandmother and his maternal grandfather. His grandmother was so excited she hitched up the horse to a jaunting cart and headed off to church with herself and Michael in the back.
Back at home, Michael returned to Boston College and graduated with a degree in Physics. When he finished, he went to work at Firestone where he helped design a recoilless rifle that was later used by militaries around the world, including the U. He also ran a test site at Lake Erie. When the company needed someone to travel around the country, they chose Michael, the resident bachelor, to go.
Within a few years, Michael met his future wife Barbara while mingling at a Catholic social for young people in Fort Wayne, Indiana. They dated for three years before they got married. The family lived in Fort Wayne and then later moved to Roanoke, Virginia. And he succeeded. After working at Firestone, Michael transitioned to a company working in the burgeoning fiber optics industry. There, he had a chance to work with Philo Farnsworth, who created the prototype of the first all-electric television.
As a director of research, he oversaw a team that developed night vision goggles, which were also adopted by the military, and night vision telescopes. He became a leader in this technology and the company, and he would go on to be the first president of the Night Vision Goggles Association.
He moved to another division of the company eventually, where he worked closely with Nobel Prize winner Charles Kao, who invented and developed fiber optics. By then, he was focused on international sales. He built sales networks in Puerto Rico, Mexico, Philippines, and many other places.
After the kids were grown, Barbara often traveled with him. Sometimes the whole family would travel together. They especially enjoyed trips to Mexico and the beaches on the West Coast, which Michael describes as the most beautiful in the world. Closer to home, the family also enjoyed spending time at their historical log cabin at Smith Mountain Lake which Michael fixed up.
He built a wrap around porch perfect for stargazing. He also loved tending his garden there. Michael is proud of the family he has raised. He is especially proud to have sent all five children to college. His big family has only grown as it now includes 11 grandchildren and about 40 nieces and nephews, and Michael is glad that his five children call often or live close by.
